1. Duplicate your base and set it to soft light or overlay or whatever you need for your base.
2. Now go to Layer > New adjustment layer > Color balance. For my setting I have all 0s for shadows and highlights and then for midtones I have -31,0,-27. But this depends on the icon.
3. Make a new layer, fill it with #c6f0fe and set the layer to pin light 100%.
4. Duplicate your base, bring it in front of the picture you just copied, so that it's the first one on the layers list and set it to color burn 100%.
Now your done! Hope it turned out alright.
